Information Technology (IT) Development, Support, and Project
Management
- Streamlined Air Education and Training Command, Directorate of Communications’
(AETC/A6) IT organizational strategy by analyzing organizational objectives
and establishing metrics to track progress toward achieving increased efficiencies,
improved performance, cost savings, and Portfolio Management processes that
provide senior Air Force (AF) IT leaders identify the best areas in which
to invest AF IT dollars to ensure AETC/A6 meets and even exceeds its organizational
objectives.
- Managed AETC/A6’s Balanced Scorecard (BSC) including: establishing
objectives and metrics, analyzing data to determine root causes, and recommending
solutions to correct shortcomings. Coordinated IT information/briefings in
support of executive-level decision making and used ITIL principles to improve
AETC/A6’s organizational processes/effectiveness.
- Originated a business management process to enable increased effectiveness
(value for the customer) and increased efficiency (less costs for the AF).
Used this process to assist two AF divisions develop Web sites and underlying
databases that are intuitive and user friendly.
- Civil Engineering (CE) – Designed and manage a dynamic Web site
for the CE Career Tracking program, which revolutionized the way approximately
3,000 CE employees track their career development. This Web site is designed
using SQL and helps program registrants match their skills to open positions.
Managed three iterations of project with more in development.
- AETC and Air Force Center for Environmental Excellence (AFCEE) –
Designed and maintain the Military Housing Privatization Initiative Web
site. This site explains the housing program and provides information
on business opportunities by installation for financiers, developers,
home builders, and property management companies.

Identified, collated, and analyzed information on over 50
systems within AETC for process overlaps with the goal of consolidating
active systems to determine which ones are best aligned with AETC objectives
and deliver the greatest value to the command. Developed the analytical
approach used to categorize the systems’ capabilities and deficiencies.

Developed a whitepaper for AETC/A5/8 about how the newly
developed Defense Integrated Military Human Resources System for Personnel
and Pay (DIMHRS) will provide an end-to-end, integrated military personnel
and pay system for all military Services and how it will perform compared
to the existing Student Registration and Records Services (SRRS).

Project lead for the Natural Resources Asset Management
SharePoint tool (NRAM Tool). Educated and guided the NRAM Tool developer
through the process of migrating the NRAM Tool from their commercial servers
to the AF network (AFGIG). Originated new business operational processes
for the NRAM SharePoint tool that allow for greater user friendliness and
usability for Natural Infrastructure (i.e., adequate supply of air &
space, land, and water).
- Co-lead for the AETC STAR Defense Information Assurance Certification and
Accreditation Process (DIACAP). Validated contractor-entered data in the Enterprise
Information Technology Data Repository (EITDR) information assurance repository.
Provided critical IT expertise required to ensure AETC STAR was transitioned
to all AF-approved software and migrated onto the Air Force Global Information
Grid (AFGIG).

Established and managed schedules involving the formulation,
execution, or analysis of converting from AF- owned family housing into
privatively owned, operated, and maintained family housing. Coordinated
and organized the logistics for two conferences (Housing Managers Conference
[attended by representatives from all major AETC installations] and AETC
Training Conference [attended by representatives from four AETC installations]),
including agenda development and event support.

Project manager for six General Services Administration
(GSA)/Management, Organizational, and Business Improvement Services (MOBIS)
Housing Privatization Projects valued at $1M. Managed invoices, contracts,
and deliverables.

As part of the Public Key Infrastructure (PKI) team, helped
the AF protect its critical infrastructure and transition its networks to
a more secure technology. Registered and briefed users through the PKI registration
and downloading process. Served as troubleshooter and quickly responded
to any problems with computers. Managed a team of 4–6 individuals.
